Due to unforeseen circumstances I regret I will not be able to continue in good faith as a B.A.S.T.E.T. Inspector. I can, however, offer my findings to date in order to facilitate future inspections or assist in your decision to conduct another at all. My inspection was very nearly complete when my personal circumstances changed and thus I can offer a very nearly complete report. I have interacted with the crew in capacity of ship's nurse for six months and have completed nearly all assigned interviews at this time.
Enclosed are my findings to date, please review and note that my new circumstance keeps me aboard the USS Freedom should you desire any clarification.

Report Outline:
Overall Impression:
My initial impression of the crew was less than stellar, what with my having arrived immediately after their tactical officer suffered a terrible nervous breakdown.
Upon arrival at Spacedock my luggage was devoured by an unknown lifeform which ran amok on the Freedom until it was contained and exploded via a dangerous transporter stunt, which could have very well killed myself and any number of crewmen.
I am dreadfully concerned about the state of the command chain on and surrounding this vessel. Left and right it appears officers go AWOL, insane, or are driven to alcoholism or sudden unexplained death, as was the case with the late Doctor Zenth. I will go into this further in my closing comments.
Officers Highlighted:
Captain Maxwell Lee:
Captain Lee has the unenviable situation of having been given command of a vessel that already had terrible flaws within the organizational structure stemming back to the original commanding officer. It has been suspected that the previous Captain (Treki) of the Freedom had been involved in various shady activities involving the looting of several important archaeological sites and a variety of criminal fencing operations. It is also clear that many of the officers were in league with Captain Treki in her alleged multiple violations of Starfleet General Order Three and various regulations and local laws.
Since Captain Treki's disappearance the majority of the suspect crew departed in her wake and has since disappeared under very suspicious circumstances. Thus, the command crew has largely turned over in the interval but longstanding and outdated orders to scrutinize the Freedom and her crew are no longer relevant or beneficial. Instead, I believe they are a hindrance to Captain Lee and the new officers of the Freedom.
It is my belief that Captain Lee had nothing to do with Treki's shady activities and that he is a conscientious and diligent officer in dire need of better support from Starfleet Command.
A side note on the volume of paperwork assigned to Starfleet captains. The volume and content of the administrative requirements is in my opinion destructive to a captain's rapport with his crew. I recommend shifting the bulk of the "dotting ayes and crossing tees" to the Executive Officer.
Commander Lera t'Resan:
Commander t'Resan has several disruptive habits which hamper crew efficiency. Most famously, she often goes about her duties completely disrobed, and has on one occasion disrobed herself in a public restaurant in front of young children. She has defied repeated direct orders to wear proper uniform while on duty and to vest herself with reasonable modesty while in the public sections of the ship. She stands in multiple violations of the Uniform Code and the Starfleet Officer's Conduct Code, not to mention insubordination.
Other Starfleet Officer's Conduct Code offences include fraternization with much junior officers, Lieutenant Flare Strife is the father of her five children, operation of a shuttlecraft with an unsecured load, and failure to clear sickbay when requested by authorized medical personnel.
Whether Commander t'Resan was involved in Treki's schemes remains as of yet unclear. Forensic personnel should conduct a more thorough investigation into her activities. I also recommend child protection staff monitor the health and wellbeing of her children closely as a starship has limited facilities for large single mother families, particularly the families of women of poor moral fiber.
Lieutenant Commander Demian Tempres:
Lieutenant Commander Tempres was initially nearly overcome by his being thrust onto an understaffed and undersupported starship to the point where he nearly became yet another victim of the fate suffered by so many of the Freedom's officers.
Fortunately, he married and had three triplet children with the ship's former counselor, Azzura Brinks (subsequently disappeared and presumed AWOL). Responsibility has done well for Lieutenant Commander Tempres and it is my belief that aside from his sometimes-inappropriate sense of humor he will blossom into a fine officer worthy of his uniform. I have seen some of his experimental designs at work and although still unrefined they show an unique genius. He might be a good inductee to the Utopia Planetia Shipyards Design Team once he has more field experience.
I strongly recommend counseling for Lieutenant Commander Tempres, as losing this fine young officer would be a terrible waste.
Update: At last his department is fully staffed. With a little more support from the supply masters I believe he could have this ship up and running at full efficiency in no time.
Lieutenant Flare Strife:
Lieutenant Strife has shown himself to be a conscientious officer with an anger management problem. This is no doubt thanks to the continued frustrations of having an understaffed department and having to deal with the fallout of his failed relationship with Commander t'Resan. Commander t'Resan has recently been using their children as a bargaining chip against him, only allowing him access when she is involved with another of her lovers and requiring childcare help.
Lieutenant Strife will also require counseling as his frustration has begun to spill over into his duties. In the line of his duty he was required to arrest Lieutenant Commander Tempres, who was suffering from a phobic reaction and was in shock, and the Lieutenant himself fell prey to what I believe was Police Chase Syndrome and beat Commander Tempres beyond what is reasonable in the circumstance.
Again, I reiterate the desperate need for counseling, without which another potentially excellent officer could go to waste.
Lieutenant JG R'Merr:
Lieutenant R'Merr, being Caitian, has a very different response to stress than humanoids. He too is suffering from the undue stress load from being assigned to a ship with a terrible reputation. He has been sleeping almost all of his off duty time away and when not asleep he has been found curled up on the floor, purring and batting about a rubber mouse.
These are very bad signs for the Caitian psyche, particularly those with the stubborn "R" type personae. I strongly recommend he be transferred to the Pharsicle mining freighter serving the litter mines in the Cait system asteroid belts where he can be closer to home and potential mates.
Closing Comments:
It is my belief that the reputation surrounding the USS Freedom is no longer founded. The "old guard" has been cleaned out, and the Freedom is virtually a new vessel both in crew and design. I strongly recommend clearing out the red tape in the Freedom's supply chain, staffing the ship with new and eager recruits, and sending her off on a voyage of exploration.
Given proper support and supply I see no reason why the USS Freedom cannot be one of the United Federation of Planets' and Starfleet's true success stories.

Matthews, I just got off the line with Admiral Ironbottom. Bury this report in the deepest black hole you can find and don't ask any questions.
